- Oversight SOPs route DOWN, not re-authored — same discipline as Phases 3–5. Lead SOPs link the team’s DA/Superop/MS/AICC SOPs; the hub’s “Reuse / routing” section maps every downlink. Kept the Lead operating system a thin accountability layer.
- No new 05 cross-role playbook — the recurring Lead↔team flow (weekly reporting rollup) is already handled by cross-links in SOP_Pelaporan_Alignment_Senior_Leadership → the four team weekly-report SOPs. A separate 05 playbook would duplicate. Promote to 05 only if it later crystallizes as a standalone cross-role procedure (Phase 8).
